Type and Scope of services to be performed:

The City and County of Denver is receiving $27,274,556.20 in federal Emergency Rental Assistance Program (ERAP) funds from the US. Department of Treasury to assist households who are unable to make rent and utility payments during or due to the Covid-19 pandemic. This is the second round of ERAP funding awarded to Denver, providing the city with a total of $49,159,548.30.

 

The program guidelines require no less than 85 percent of the funding be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, housing stability services, and other expenses related to housing.  Remaining funds are available for administrative costs. The Emergency Rental Assistance program is available to renter households earning up to 80 percent of the area median income; contain a member who qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship during or due, directly or indirectly, to the coronavirus pandemic; and can demonstrate a risk of experiencing homelessness or housing instability. Eligible households that include an individual who has been unemployed for the 90 days prior to application for assistance and households with income at or below 50% of the area median income are to be prioritized for assistance.

 

ERAP 2 included a set aside for eligible grantees with a high need for assistance, based on the number of very low-income renter households paying more than 50 percent of income on rent or living in substandard or overcrowded conditions, rental market costs, and change in employment since February 2020. Denver’s ERAP 2 funding allocation is therefore comprised of two separate amounts. The first, totaling $17,316,570, is the general formula allocation. The second, totaling $9,957,986.20, is the high-need allocation. Both allocations have the same criteria and requirements as described above.

 

Although this program bears a close connection to the existing ERAP program, there are some variations in its terms that require it to be considered as a stand-alone agreement. For example, ERAP 1 allows for up to 10% for administrative costs and ERAP 2 allows for up to 15% in administrative costs. 

 

HOST will work closely with the City Council, the State of Colorado and provider partners to ensure funding is distributed to the households most in need.
