A bill for an ordinance to change the name of the “Summer Youth Employment” Special Revenue Fund to the “Youth Employment and Training Programs” Special Revenue Fund and to clarify allowable expenditures.
Authorizes changing the name of the “Summer Youth Employment” Special Revenue Fund, Fund No. 17603, to the “Youth Employment and Training Programs” to accommodate the expanded scope in 2022 resulting from including the CareerWise program. The Committee approved filing this item at its meeting on 11-2-21.

Fund number 17603 was created through Ordinance No. 199, Series of 2007, when the Summer Youth program moved to the Office of Economic Development (currently Denver Economic Development and Opportunity) and not by an ordinance that explicitly defined its parameters. Since then, this SRF has been used to administer primarily summer youth programs. Recently, DEDO received an award from CareerWise and has begun implementing the CareerWise Youth Apprenticeship program, a three-year program that engages and exposes high school and college students to hands-on training, networking and professional development within city government. While the program was entirely grant-funded in 2021, starting in 2022, the program will also be funded by a General Fund transfer to Fund 17603. The City therefore desires to clarify the use of SRF 17603 and change the name to reflect the expanded scope to include other youth employment and training programs. This bill request changes the name of Fund 17603 to “Youth Employment and Training Programs” and clarifies that the fund can be used for youth training and employment programs.
