Amends an on-call contract with Graham Contracting Ltd by adding two years for a new end date of 9-30-2025 to continue providing construction services for the Department of Transportation and Infrastructure, citywide. No change to contract amount (202055389-01/ 202265920-01). The last regularly scheduled Council meeting within the 30-day review period is on 4-3-2023. The Committee approved filing this item at its meeting on 2-14-2023.

Type and Scope of services to be performed:
It is in the best interests of the Department of Transportation and Infrastructure and the City at large to extend this contract for 2 years, providing an expiration date of 9-30-2025, and maximum contract amount of $25,000,000.
The Large General Civil On-Call Construction Services contracts provide the City an established group of qualified On-Call Prime General Contractors available to respond to bidding requests for the execution of construction work for the City’s infrastructure. Since the establishment of these contracts, the City has experienced unexpected changes to the construction market. As a result, the capacity for the contracts has not been utilized to the extent originally planned. Extending the contracts an additional two years will allow the City to issue additional Work Orders and better utilize the available contract capacities to deliver infrastructure improvements.
This extension will not contribute to unfair practices as the program includes a large number of Prime Contractors, and the City will continue to issue hard bids for non-compatible projects, such as those with Federal Funding.
