Sets a public hearing before City Council on 8-13-18 to approve the service plans for the formation and establishment of six Title 32 districts: The River Mile Metropolitan District No. 1, The River Mile Metropolitan District No. 2, The River Mile Metropolitan District No. 3, The River Mile Metropolitan District No. 4, The River Mile Metropolitan District No. 5, and The River Mile Platte Valley Metropolitan District all located in Council District 9. The purpose of the resolution is to set a public hearing to approve Service Plans for six new metropolitan districts located at a development called River Mile and more commonly known as Eliches.
The project is anticipated to be developed in multiple phases with construction to begin in 2018 and to be completed in 2040, as development warrants. The Districts will provide for construction, financing, operation and maintenance of Public Improvements that are necessary to develop the Project in accordance with a general development plan to be approved by the City and the zoning of the Service Area, as the same may be changed from time-to-time. In accordance with the City’s 2007 Downtown Area Plan, as may be amended, the Service Area is anticipated to be developed as a high-rise, multi-use urban design community that is walkable, transit-oriented, diversely populated, and designed to capitalize on the recreational and aesthetic opportunities associated with the Platte River, with a strong focus on energy efficiency, water conservation, and sustainability. Accordingly, the Project includes improvements that provide street connectivity and a pedestrian-friendly building design.
The six districts are being organized with the following purposes in support of the afore mentioned development:
The River Mile Metropolitan District No. 1 = Management District
The River Mile Metropolitan District Nos 2-5 = Taxing Districts
The River Mile Platte Valley Metropolitan District = Regional & Platte River Infrastructure District
State law requires notice of a public hearing on the Service Plan be at least 20 days prior to a public hearing which will be at City Council on August 13th. A presentation in Finance and Governance Committee is scheduled on July 24th.
The ordinance to approve the Service Plans will promptly follow this resolution and staff will be asking for the resolution to pass out of committee on consent since the presentation will be part of the ordinance processes. On the next page is a schedule illustrating the full City Council process.
