Approves an agreement with Clean Energy Fuels Corp. for $10,850,000 and for five years, with a two-year option to extend, to provide a ground lease for Compressed Natural Gas fueling stations at Denver International Airport (202056302). The last regularly scheduled Council meeting within the 30-day review period is on 12-14-20. The Committee approved filing this item at its meeting on 11-11-20.

Type and Scope of services to be performed:
The purpose of this expenditure agreement is to provide a ground lease for six current CNG fueling stations at DEN. Clean Energy will install CNG fueling station equipment for 6 locations, of which 5 locations are located in the airfield restricted area. The fueling stations provide fuel for DEN’s busing operation for public and employee parking, as well as DEN’s airline users, and third-party users. The use of CNG fuel for ground loading equipment in the tunnels is an environmental issue, and without access to CNG fuel, the public and employee parking buses would need to be retrofitted for regular fuel.
This contract is requesting a 5-year term plus (2) two-year extensions with an anticipated start date of November 1, 2020. The maximum liability is $10,850,000 for the term of the agreement. Clean Energy will invest approximately $5,464,599 in new station equipment, this investment will be capitalized and recovered through the sale of the fuel.
