Executive Summary with Rationale and Impact:
As required by the Colorado Revised Statutes (CRS), this request seeks City Council approval to extend the disaster declaration first issued by Mayor Mike Johnston on July 18, 2023, and currently running through Monday, August 21,2023, for an additional period through September 18, 2023, as related to people experiencing unsheltered homelessness. Under CRS §24-33.5-709(1), the effect of the period of local disaster cannot exceed seven days except by or with the approval of City Council. The city has continued to see a year over year increase in the number of people experiencing homelessness, an increase in those experiencing homelessness for the first time, and the tripling in the number of people experiencing unsheltered homelessness since 2019. 2022 had the highest number of people living unsheltered outside recorded in the city and 2023 is keeping with this trend. The need to provide shelter, physical and behavioral health care services, and other supportive services for the city’s unsheltered residents is straining and exceeding current city resources. Based on the demands on city resources, this action intends to further extend the current declaration to give the city the ability to expedite procurement for critical services and shelter for unsheltered residents living outdoors in the city, among other time-sensitive needs.
