Rescinds $6,025,000 from the Denver Public Library Special Revenue Fund (15830) appropriation, authorizes an appropriation to transfer cash and makes an appropriation in the Denver Public Library Capital Projects Fund (34041), and authorizes the purchase of capital equipment items. The Committee approved filing this item at its meeting on 2-14-2023.

In November 2022, Denver voters approved Referred Ballot Measure 2I, which increased the City’s mill levy rate by 1.5 mills starting January 1, 2023, which will be used to fund the Denver Public Library to maintain existing services and meet the increased demand for additional services. Ordinance 1596, series of 22, established the Denver Public Library Fund, Fund Number 15830, in the Culture and Recreation Series, to receive the property tax revenue from the increase in the mill levy. A companion bill request to create the Denver Public Library Capital Projects Fund (34041), within the Capital Improvements and Capital Maintenance Fund Series has also been submitted. This bill request rescinds from the Denver Public Library Special Revenue Fund (15830) and appropriates the funds to the new Denver Public Library Capital Projects Fund for deferred maintenance, life cycle sustainment improvements, and to provide supplemental funding for bond-funded library facilities.

This bill authorizes the purchase of the following capital equipment out of Denver Public Library Funds for items that exceed the $50,000 threshold requiring Council authorization. Because the new funding was approved by voters after the budget process concluded, the capital equipment was not included in the annual Long Bill. DPL is working to effectively use the funds approved by voters, and those efforts include the following capital equipment items:
