A resolution approving and providing for the execution of a proposed Grant Agreement between the City and County of Denver and the United States Department of Homeland Security concerning the “Assistance to Firefighters Grant” program and the funding therefor.
Approves a grant agreement with the Federal Emergency Management Agency (FEMA) for $2,361,100 and through 9-7-23 for the Assistance to Firefighters Grant to purchase Self-Contained Breathing Apparatus (SCBA) equipment (FIRES-202160367). The last regularly scheduled Council meeting within the 30-day review period is on 12-13-21. The Committee approved filing this item at its meeting on 11-10-21.

Type and Scope of services to be performed:
The Denver Fire Department applied and received a FEMA Fiscal Year 2020 Assistance to Firefighters Grant to purchase Self-Contained Breathing Apparatus (SCBA) equipment for an award amount of $2,146,454.55. The grant requires a minimum 10% City match of $214,645.45 for a total approved budget of $2,361,000.00. The current grant budget period is 9/8/2021 to 9/7/2023.
This competitive grant will assist in the procurement of 299 SCBA’s including face masks, harnesses, and oxygen bottles. Denver Fire will be replacing expiring SCBA’s, according to National Fire Protection Association (NFPA) standards. SCBA’s are utilized in a multitude of emergency responses but mostly commonly for protection of the firefighter’s respiration when responding to fires and hazardous materials incidents.
