A bill for an ordinance approving a proposed Amendatory Agreement between the City and County of Denver and the Housing Authority of the City and County of Denver, Colorado, to extend the term and revise the scope of work and other provisions of the agreement.
Amends a grant agreement with the Housing Authority of the City and County of Denver, Colorado to extend the term by 1 year for a new end term of 3-31-2025 to continue developing affordable housing and accessory dwelling units, citywide. No change in cost (HOST 202266093/HOST 202371410-01). The last regularly scheduled Council meeting within the 30-day review period is on 3-11-2024. The Committee approved filing this item at its meeting on 2-7-2024.

Type and Scope of services to be performed:
Denver was awarded a total of $1,429,993 from the Colorado Department of Local Affairs (DOLA) to assist with the Villa Park
and West Denver Renaissance Collaborative (WDRC) Accessory Dwelling Unit (ADU) projects. Specifically, $693,810 for the
WDRC ADUs project.
The purpose of the Affordable Housing Development Incentives Grant (IHOI) program is to promote the development of
affordable housing that is driven by community benefits and that focuses on critical housing needs as identified by the
local government.
The West Denver Renaissance Collaborative (WDRC) ADU Pilot Program is primarily located in areas of Denver that either
never had infrastructure installed such as sidewalks, alleys, or installed a street in such a way as to not meet any engineering
safety standards. These critical improvements will allow WDRC to build affordable ADUs.
The current agreement is set to expire 03/31/2024. The request to extend the agreement expiration date is due to external factors
such as rising interest rates. WDRC has seen a dramatic decrease in the ability of homeowners to finance ADUs. The ADU
pilot program has since been able to identify new ADU financing options, but the time needed to identify the new financing
options created at least a six-month delay in the pipeline.
The purpose of this amendment is to extend the agreement termination date from 03/31/2024 to 03/31/2025.
