A bill for an ordinance approving a proposed Amendatory Agreement between the City and County of Denver and Denver Health and Hospital Authority, to provide paramedics and vans in support of the Support Team Assisted Response (STAR) program.
Amends an intergovernmental agreement with Denver Health and Hospital Authority by adding $2,618,668 for a new total of $5,113,900.57 and one year with a new end date of 12-31-2024 to continue to provide paramedics and vans in support of the Support Team Assisted Response (STAR) program, citywide. ENVHL-202371479-01/ENVHL-202265543-01. The last regularly scheduled Council meeting within the 30-day review period is on 2-20-2024. The Committee approved filing this item at its meeting on 1-17-2024.

Type and Scope of services to be performed:
A. The DHHA STAR van staff will:
1. Provide basic physical health and wellness checks, connection, and system navigation for anyone utilizing the STAR dedicated phone number or 911.
2. Assist in supporting client self-identified needs. This includes:
a. Access to low barrier treatment options.
b. Reconnection to service providers or safe locations identified by the client.
c. Transport to identified supports as needed.
3. Deploy response teams that include, but are not limited to, a Paramedic or EMT.
4. Be available for up to 24 hours daily (7 days per week) based on assessed need, but
no less than 16 hours daily.
a. Ensure adequate staffing to accommodate training and professional development activities for staff with minimal, if any, interruption to van service.
b. DHHA will inform DDPHE, and STAR program partners a minimum of 30 days before any planned reduction in availability due to staff training, engagement, and/or wellness needs.
5. Be responsible for transportation: driving STAR van and transporting served individuals.
6. Provide medical assessment to ensure medical or physical trauma are not complicating behavioral health distress.
7. Provide medical care when indicated, including lifesaving medical interventions.
8. Have appropriate knowledge of the city regarding access to call locations and destinations.
9. Maintain service and readiness of STAR vehicles
10. Provide appropriate situational awareness and knowledge of public safety resources.
11. Receive training and professional development that includes best practices related to required activities of the team. This may include:
a. cultural responsiveness training,
b. verbal de-escalation,
c. diversity, equity, and inclusion,
d. non-violent crisis intervention,
e. and targeted learning on underserved and underrepresented marginalized populations present in the City & County of Denver, which includes LGBTQI+, BIPOC, IDD, and youth.
f. Additional trainings may be offered to all DHHA as a STAR program partner.
12. Secure any protected health information resulting from service delivery according to
applicable federal, state and local law and rules, with robust policies and procedures in
place to maintain the confidentiality of protected health information.
13. Have signed and dated confidentiality agreements for all staff and volunteers on file.
