DRMC 20-1(c) states that upon completion of a capital improvement project, any remaining unexpended budget balance shall be

closed and any unexpended appropriations shall be returned to the fund balance of the capital fund or enterprise fund from which the project originated. For capital improvement projects that were funded, but never initiated, legislative approval is required to rescind budget. This companion ordinance rescinds $9,896,000 of capital improvement funds from capital projects listed below that were never started.

The funding has been reappropriated in the 2022 Capital Improvement Program for an expanded purpose. The new Castro Campus Revitalization project includes design and construction of improvements to DHS facilities, including the Castro Building and 2929 W 10th Ave (Solutions Center/Welcome Center), to enhance the customer experience and address deferred maintenance needs. The original source of funds was a prior year transfer from the General Fund and DHS operating funds for this purpose
