Rescinds $4,040,000 from General Fund agency appropriations, authorizes appropriations to transfer cash to Special Revenue Funds and Capital Improvement and Capital Maintenance Funds, and makes appropriations in Funds to address 2021 and 2022 needs. The Committee approved filing this item at its meeting on 11-2-21.

The rescissions from General Fund agencies are possible due to 2021 year-end savings. The appropriations will support the following:
• The operating costs to implement ADA improvements agreed to through a DOJ Settlement (a companion ordinance creates the “DOJ Settlement ADA Improvements” SRF to support the operating costs of implementation); The rescission is possible because the City appropriated budget for ADA improvements in the Department of Parks and Recreation and the Denver Public Library based on the draft list of contemplated facilities. In January 2021, after the 2021 budget was finalized, a four-year supplemental agreement with the Department of Justice (DOJ) was executed to address ADA improvements in 18 additional facilities not included in the original agreement. The final list of facilities included City administrative and human services facilities, safety buildings, and performing arts venues. It did not include parks and recreation or library facilities.
• A request from City Council for an increased investment in Safe Routes to Schools in the 2022 budget. This $1.5M rescission from DOTI’s 2021 General Fund appropriation will allow for a transfer to the Capital Improvement Program in support of the Safe Routes to School Project (a non-lapsing fund).
• Capital equipment purchases for security in the jails including card reader doors at the Downtown Detention Center (DDC), replacement kitchen equipment, and contactless pass-through doors.
• Additional design at 710 Colfax to include space planning for future needs by the Municipal Public Defender.
