This ordinance clarifies that the Developmental Disabilities Fund (Fund No. 13304) is an appropriated fund by rescinding Ordinance No. 280 in the 2014 Series, which changed the budgeting basis of the fund from appropriated to cash basis. The 2014 ordinance was passed because when funds are appropriated there can be gaps between expending authority and revenue received. However, an appropriation-basis is more suitable than a cash-basis status for this particular fund because this fund is solely supported by property tax revenue, which the Budget and Management Office projects and appropriates annually.
