Title: A letter dated November 14, 2011, from Cary Kennedy, Manager of Finance, in keeping with the provisions of Section 20-93 of the Denver Revised Municipal Code, notifying Council of the Department of Finance’s intent to refund three existing Certificates of Participation lease purchase transactions in a par amount not to exceed $14.5 million to achieve the debt administration objectives of 1) providing interest cost savings and reducing on-going administrative expenses and 2) enabling the release of certain assets currently used as collateral under the existing transactions.
