The 2021 General Fund budget is balanced assuming $12.8M in furlough savings for all civilian employees. These salary reductions were applied across City departments and funds in the 2021 budget; however, because of the State and Charter provisions regarding elected officials' salaries, elected officials cannot have their salaries reduced for furloughs. Should they choose to participate in the City's furlough savings program, they can do so only by writing a check to the City, thereby increasing the City's revenue instead of reducing expenditures.
