Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

Commissioners report that two-years goes by fast and then the reappointment process starts again

Reappointment would happen once rather than two times - easier reappointment process

Bylaws for each commission would still govern attendance, participation, and behavior

Mayor would still appoint, City Council confirm
