The proposed ordinance enables the creation of Tourism Improvement Districts (TIDs) with the power to levy taxes, fees or assessments on lodging businesses (with 50 or more rooms), or upon persons purchasing lodging, to fund tourism improvements and services. TIDs, the tourism-specific model of the traditional Business Improvement District (BID), are used elsewhere in the United States but do not yet exist in Colorado as proposed.
