Ordinance No. 406, Series of 2013, established the Composting Special Revenue Fund to collect revenue and handle other financial transactions related to the Composting Program. This Ordinance also established that the Fund would be appropriated, and the Fund's annual budget would be established in the Annual Appropriation Ordinance.
