Amends an Intergovernmental Agreement with Commerce City concerning the Tower Road/Peña Boulevard Interchange, to allow Commerce City to build, at its cost, an on-ramp from southbound Tower Road to southbound Peña Boulevard, making the interchange a full four-way interchange. The amendment also allocates future operations and maintenance costs for the ramp and a portion of Peña Blvd. between Commerce City and the City and County of Denver.
