A bill for an ordinance approving a proposed Intergovernmental Agreement between the City and County of Denver and the Colorado Department of Transportation regarding the CDOT Central 70 Environmental Mitigation and Denver Home Improvement Project.
Approves an intergovernmental agreement with the Colorado Department of Transportation in the amount of $2.3 million through 12-31-18 to implement home improvements for residents in Elyria and Swansea to mitigate for noise and dust during the Central 70 construction project in Council District 9. The last regularly scheduled Council meeting within the 30-day review period is on 10-16-17. The Committee approved filing this bill at its meeting on 9-13-17.

This Intergovernmental Agreement between the City and County of Denver and CDOT will allow for the City and County of Denver to manage a contractor to implement home improvement for residents in Elyria-Swansea to mitigate for noise and dust during Central 70 construction.
On January 19, 2017, the Federal Highway Administration approved a Record of Decision for the Central 70 Project, providing federal approval for the Central 70 Project to proceed to construction. The Record of Decision acknowledges increased dust and noise during construction as an impact of the Central 70 Project and requires CDOT to mitigate this impact by providing residents certain CDOT Mitigation Measures for residents in the area between 45th and 47th Avenues and Brighton and Colorado Boulevards. The CDOT Mitigation Measures to be provided to each of the CDOT Properties include two free portable or window-mounted air conditioning units with air filtration, interior storm windows, furnace filters, assistance to offset additional utility costs from cooling, caulking or caulking/sealing, weather stripping, carbon monoxide/smoke detectors. programmable thermostats, and attic insulation.
