Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

 The City receives an incentive payment for parks capital maintenance from the Winter Park Recreational Association (WPRA) per the terms of the Winter Park Lease and Operating Agreement by September 30th of each year. The 2017 incentive payment from WPRA has been received in the amount of $1,613,293. Of this amount, $600K has already been included in the 2017 CIP budget. Thus, this ordinance request is to appropriate the remaining amount of $1,013,293 in the Winter Park Parks and Recreation Capital Fund for the capital repair and rehabilitation of existing park and recreation facilities. The following projects will be completed with this funding:

 

$750,000                     Cranmer Historic Plaza Renovation
This funding will be used to support the replacement and/or restoration of the existing historic sandstone plaza, Terrazzo panorama, Sun Dial, Annalema and interpretive stone tablets.

 

$150,000                     Washington Park Irrigation Infrastructure

                     Funding will allow for the replacement of an electrical control panel and filtration system for the Washington Park pump station. 

 

$113,293                     Civic Center Voorhies Monument Masonry Repair

                     Installation of new flashing and sealant along the parapet wall and upper cornice to waterproof the roof of the Voorhies Memorial structure, as well as replacement of interior ceiling plaster previously damaged by water intrusion.  The project will also repoint areas of sandstone masonry and apply a graffiti resistant coating to the cleaned area to prevent future vandalism.
