A resolution approving a proposed First Amendment between the City and County of Denver and Telos Identity Management Solutions, LLC concerning professional services for Designated Aviation Channeler (DAC) software at Denver International Airport.
Amends a contract with Telos Identity Management Solutions, LLC by adding $1,320,000 for a new total of $2,920,000 and two years for a new end date of 5-31-20 for software used to manage the protected personal identifying information for badge holders and their access at Denver International Airport (201208848-01). The last regularly scheduled Council meeting within the 30-day review period is on 6-4-18. The Committee approved filing this resolution by consent on 5-2-18.

Type and Scope of services to be performed:
Airport Security needs to maintain the current Designated Aviation Channeling (DAC) vendor through the first year of implementation of the new Identity Management System (IDMS). This contract amendment is needed as Airport Security transitions into a new IDMS that relies heavily on real-time employee background data streaming from the current DAC vendor (Telos). The increase to the maximum liability is needed for the additional two (2) years at current rates which includes processing Criminal History Records Checks (CHRC), Security Threat Assessments (STA), and Rap Back enrollments.
The Identify Management System is the software that Airport Security uses to manage the protected personal identifying information for each of the Airport’s ID badge holders and their access to the airport’s physical access control system. The new Identity Management System software captures the badge holder’s personal information to send to the Designated Aviation Channeler, Telos. All of these functions are required and regulated by the Transportation Security Administration (TSA) for the issuance of Airport ID badges.
