AS AMENDED a bill for an ordinance repealing and reenacting Article XIII of Chapter 10, Denver Revised Municipal Code concerning green buildings and for conforming amendments to Chapters 2 and 10, Denver Revised Municipal Code.
Amends Article XIII Chapter 10 of the Denver Revised Municipal Code (DRMC) concerning green buildings and Chapters 2 and 10 with conforming amendments. The Committee approved filing this item at its meeting on 10-11-18. Amended 10-22-18 to correct cross-references to other portions of the bill.

On November 7, 2017, Denver voters passed Initiative 300 otherwise known as the green roofs ordinance to require a green roof, solar panels, or a combination of the two on new buildings and a combination of a green roofs and solar panels on existing buildings over 25,000 square feet of gross floor area. In January 2018, DDPHE convened a task force to recommend changes to City Council that honor the vote and the benefits that the ordinance would have achieved, while providing additional flexibility. Following nine meetings of the task force, a consensus was reached in June. This ordinance and accompanying rules and regulations to be adopted by the Executive Director of the Community Planning and Development, and the Board of the Department of Public Health and Environment, reflect the task force recommendations. This ordinance provides eight compliance options for new buildings, and six compliance options for existing buildings. All buildings over 25,000 square feet of gross floor area will also have to have to provide a cool roof via materials that meet a certain reflectivity rating.
