Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

Denver Human Services: Requests $550,000 in supplemental appropriation primarily to address a higher “Maintenance of Effort” cost associated with the Colorado Child Care Assistance Program, made effective in the Colorado FY2018-2019 budget. This supplemental addresses Colorado’s new, higher program budget which is developed after the City’s 2018 budget is concluded. Accounting No. 13017-5524000.

Office of Economic Development: Requests authorization to access $4,420,499 of unspent funds from 2017 in the Affordable Housing Property Tax and Other Local Revenue Fund. The funds are available, but OED cannot access them without additional appropriation in 2018.  BMO has since revised the way the Affordable Housing Fund is set up so that future appropriations will not lapse and such a supplemental will not be required. Accounting No. 16606-0145000.

Denver Arts and Venues: The Budget and Management office is requesting a supplemental of $3,500,000 for the Arts and Venues Special Revenue Fund 15815/3050000 to cover the costs of increased events and attendance over those budgeted in 2018; these event related expenses include stagehands, janitorial services, ushers, security expenses, etc.  This increase is offset by $6,500,000 in increased revenue to the SRF, predominantly from Red Rocks, Coliseum, and the Arts Complex (Buell Theatre and Ellie Caulkins).
