The City receives an incentive payment for parks capital maintenance from the Winter Park Recreational Association (WPRA) per the terms of the Winter Park Lease and Operating Agreement by September 30th of each year. The 2018 incentive payment from WPRA has been received in the amount of $1,793,710. Of this amount, $600K has already been included in the 2018 CIP budget. Thus, this ordinance request is to appropriate the remaining amount of $1,193,710 in the Winter Park Capital Fund for the capital repair and rehabilitation of existing park and recreation facilities. The following projects will be completed with this funding:

 

$500,000                     City Park Pavilion Kitchen and Bathrooms
Funding will be used to support the maintenance and renovations of the first floor kitchen, north bathrooms, and bring the fire alarm and lighting systems up to current standards.

 

$693,710                     Urban Farm Rehabilitation

                     Funding for critical maintenance improvements to the Urban Farm at Stapleton, including upgrading the ADA and life/safety systems, heating/cooling system, restrooms, roof, lighting and interior finishes.  The project will also include work on the exterior walls and site work to provide ADA compliant parking and pedestrian access.
