A resolution approving a proposed Agreement between the City and County of Denver and Colorado Health Network, Inc. dba Denver Colorado Aids Project to provide Housing Opportunities for Persons with AIDS (HOPWA) Program for funding for various HOPWA housing services.
Approves a contract with Colorado Health Network Inc. for $1,414,306 and for one year for tenant based rental assistance, short term rent, mortgage and utility assistance, permanent housing placement and other supportive services for low-income people living with HIV/AIDS who need assistance with maintaining long-term, stable, permanent housing, citywide (OEDEV-201846917-00). The last regularly scheduled Council meeting within the 30-day review period is on 2-19-19. The Committee approved filing this item at its meeting on 1-16-19.

Type and Scope of services to be performed:
Denver contracts with public and nonprofit providers to deliver HOPWA-funded services, with the largest being this contract with the Colorado Health Network. HOPWA funds are used for a wide range of housing, social services, program planning, and development costs. These include the acquisition, rehabilitation, or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness.
An essential component in providing housing assistance for this targeted special needs population is the coordination and delivery of support services. Consequently, HOPWA funds also may be used for services including assessment and case management, substance abuse treatment, mental health treatment, nutritional services, job training and placement assistance, and assistance with daily living.
Low-income persons at or below 80% AMI that are medically diagnosed with HIV/AIDS and their families are eligible to receive HOPWA-funded assistance. The participant population to be served consists of low-income people living with HIV/AIDS who need assistance with maintaining long-term, stable, permanent housing. Assistance may be provided after review of the participant’s eligibility and other requirements for the following:
Tenant Based Rental Assistance: provides housing assistance to eligible households by subsidizing the difference between total rent and the monthly tenant rent.
Short-Term Rent Mortgage Utility Assistance: provides housing assistance to eligible households for up to $1,200 and/or 21 weeks of assistance in a 52-week period. This program is designed to prevent homelessness by assisting to retain long-term, stable, permanent housing options for households that might otherwise lose their housing through eviction or foreclosure.
Supportive Services: collaboration with other case management services such as referrals to healthcare, support around adherence to healthcare and treatment, referrals to mental health and substance abuse counseling, referrals to support groups and psycho-educational workshops, housing resources and referrals, and vocational assistance. The services are targeted to participants that live in HOPWA-supported, Section 8, and other privately owned housing. Case managers assigned directly to participants help ensure that they maintain a stable housing environment. The case managers work closely with landlords and developers as well as the participants so that they remain in their homes as long as possible. Participants have access to referrals for substance abuse and mental health treatment counseling, if they have a need for those services.
Permanent Housing Placement: provides deposit/move-in assistance to eligible participants.
