Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

In November 2018, Denver voters approved Initiated Ordinance Number 302, which increased the sales tax rate by 0.08% from January 1, 2019 through December 31, 2029 to provide healthy food and food-based education to Denver’s kids, primarily low-income and at-risk youth. The initiative also approved the establishment of a Denver Food Commission with 13 commissioners to work with nonprofit and local governmental entities.

This bill request establishes the Healthy Foods for Denver’s Kids Special Revenue Fund, Fund Number 14809 in the Public Health Series, to receive the sales tax revenue from the incremental increase in the sales tax rate of 0.08% and to administer the program. The cost center will be 6501100 and the expending authority will be the Denver Department of Public Health and Environment. This bill request also appropriates $11,844,613 for 2019. The fund will be appropriated and non-lapsing.
