Approves a contract with Interstate Highway Construction, Inc. for $93,479,841.20 and through 05-30-22 to perform design and construction services for Peña Boulevard Phase 1 including widening and reconstructing both inbound and outbound Peña Boulevard, and reconstructing portions of Jackson Gap Road and the Jackson Gap interchange at Denver International Airport (201628522). The last regularly scheduled Council meeting within the 30-day review period is on 7-22-19. The Committee approved filing this item at its meeting on 6-19-19. Pursuant to Council Rule 3.7, Councilman Espinoza postponed this item at the 7-8-19 Council meeting for a one-week postponement to 7-15-19.

Type and Scope of services to be performed:
Denver International Airport (DEN) has experienced strong growth since its opening nearly 20 years ago. DEN is undertaking several major projects, allowing the airport to grow its operations in the terminal and concourses to match increasing passenger demand. Similarly, Peña Boulevard has reached its capacity and requires a major upgrade that will keep pace with DEN’s growth and planned improvements over the next two decades.
The Phase 1 Project is being undertaken to improve the roadway capacity and level of service, and to provide operational and safety improvements to Peña Boulevard within the approach to the Jeppesen Terminal area. To provide these improvements, this project will require the reconfiguration of Peña Boulevard.
This Project will reconstruct the inbound and outbound lanes of Peña Boulevard from Jackson Gap to the Terminal. The Project will improve the capacity and Level of Service on of Peña Boulevard and make operational and safety improvements in the area from Jackson Gap to the Terminal. The Project includes construction of a new Ground Transportation Holding Lot (paved lot, buildings and miscellaneous associated infrastructure) and removal of all existing Ground Transportation Holding Lot infrastructure.
This project scope is intended to meet projected travel volumes for 2030.
The detailed improvements are as follows:
• Widening and reconstructing both inbound and outbound Peña Blvd
• Reconstructing the Jackson Gap interchange ramps;
• Reconstructing the Jackson Gap interchange type from a standard diamond interchange to a diverging diamond interchange (DDI);
• Reconstructing Jackson Gap Road from 74th Avenue to 78th Avenue;
• Constructing rental bus direct connect ramps from both West Terminal outbound and East Terminal outbound to 78th Avenue
• Relocating the return to terminal from its current location to a newly constructed “Texas turnaround” located at the Jackson Gap interchange; and
• Relocating the Ground Transportation Lot to a new location south of 75th Avenue along the east side of Jackson Gap Road.
