A resolution approving and providing for the execution of a proposed Grant Agreement between the City and County of Denver and the United States of America concerning the “High Intensity Drug Trafficking Areas” program and the funding therefor.
Approves a grant agreement with the Office of National Drug Control Policy (ONDCP) High Intensity Drug Trafficking Area (HIDTA) Program for $835,343 and through 12-30-20 to support initiatives designed to implement the strategy proposed by the Executive Board of the Rocky Mountain HIDTA and administered by the Denver Police Department, citywide (POLIC-201950418). The last regularly scheduled Council meeting within the 30-day review period is on 9-16-19. The Committee approved filing this item at its meeting on 8-14-19.

Type and Scope of services to be performed:
Denver Police Department (DPD) has received a grant agreement from Rocky Mountain HIDTA for the 2019 HIDTA grant award from ONDCP in the amount of $835,343. The grant agreement, identified by Grant Number G19RM0018A and CFDA No. 95.001, will be administered by DPD and support initiatives designed to implement the strategies proposed by the Executive Board of Rocky Mountain HIDTA.
Total award funding of $835,343 will be distributed among three initiatives within Rocky Mountain HIDTA:
$663,212.00 - Front Range Task Force
$63,524.00 - Fugitive Location & Apprehension Group
$108,607.00 - Investigative Support Center
Award funding supports the salary of two (2) FTE within DPD:
1.0 FTE - DPD Lieutenant
1.0 FTE - DPD Management Analyst II
The award will support uniformed officer overtime pay for law enforcement agencies within Rocky Mountain HIDTA including
DPD officers assigned to the task force. The award also supports the costs of leased vehicles, contractual IT and technical operational support, investigative equipment, and other services and supplies necessary for the operations.
