Type and Scope of services to be performed:

Housing Opportunity for People with AIDS (HOPWA) grant funds from the U.S. Department of Housing & Urban Development (HUD) are used for a wide range of housing, social services, program planning, and development costs for programs and projects intended to benefit persons living with AIDS or HIV.  Eligible activities include, but are not limited to, the acquisition, rehabilitation, or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness.

 

An essential component in providing housing assistance for this targeted special needs population is the coordination and delivery of support services.  Consequently, HOPWA funds also may be used for services including assessment and case management, substance abuse treatment, mental health treatment, nutritional services, job training and placement assistance, and assistance with daily living.

 

Low-income persons at or below 80% AMI that are medically diagnosed with HIV/AIDS and their families are eligible to receive HOPWA-funded assistance.

 

Denver contracts with public and nonprofit providers to deliver HOPWA-funded services; current providers include the Colorado Health Network.

 

HOPWA funds have not declined in recent years for Denver. Rather, HOPWA funds have increased 28% for since 2010. Denver’s 10-year summary of HOPWA fund allocations is as follows:

However, for the purposes of the funding contracts from HUD currently being executed for CDBG, HOME, and HOPWA, the receiving entity contractually is OED.
