A resolution approving a proposed Fifth Amendatory Agreement between the City and County of Denver and CenturyLink Communications, LLC to provide leased line, data, and telephone services.
Amends a contract with CenturyLink Communications, LLC. By adding $8,000,000 for a new total of $30,000,000, adding two years for a new end date of 9-30-21, modifying the Intrastate Metro Optical Ethernet (MOE) Service and adding a new lower price structure for leased line, data, and telephone services to the City (TECHS - CE90535). The last regularly scheduled Council meeting within the 30-day review period is on 10-28-19. The Committee approved filing this item at its meeting on 9-10-19.

Type and Scope of services to be performed:
This is an agreement with CenturyLink Communications, LLC. to provide leased line, data, and telephone services to the City and County of Denver. This includes phone numbers, phone service, and different classes of communication lines that are used to connect City sites. Denver Health, DIA, Denver Human Services, Denver Convention Center, and Waste Water can all opt to purchase services from this contract. This amendment will extend services by two years to give Technology Services and General Services Purchasing time to complete a new Request for Proposal and contract with the awarded vendor. This amendment also includes modifications to the Intrastate Metro Optical Ethernet (MOE) Service and modifies the pricing to a lower pricing structure. This amendment will also increase the total contract maximum by $8,000,000 to continue to pay for services throughout the life of the contract. Current annual spend on this contract is $2,300,000 and Technology Services does not foresee a drop in services requested over the next two and a half years. This accounts for approximately $6,000,000. The additional $2,000,000 is contingency that will allow for new technologies that emerge and emergency situations.
Technology Services has amended this contract several times to take advantage of lower pricing and to add technologies offered by CenturyLink that helped to improve upon City services.
An example of how this contract is used would be the new 911 Communications Center on 45th Ave. Technology Services used CenturyLink to bring in all telephone services, network services, and all 911 specific communications to the new communication center. CenturyLink provided very specific expertise to assist the City with 911 telephony services to include the move from the old 911 center to the new 911 center. Without this contract it would not have been possible to open the new 911 communications center. This contract also contains the City’s internet services, analog services, internet security, and connectivity used for all City facilities.
