Executive Summary with Rationale and Impact:
Detailed description of the item and why we are doing it. This can be a separate attachment.
This request is a supplemental request for org number 5557000-13812 to fund the General Fund match for provision of day shelter services in 2019.
The total scope of this program is $10.7 Million over three years, of which $7.5 Million is for supportive services, and another $3.2 Million to support capital improvements at non-City owned shelters to accommodate for day shelter services. These costs include additional construction and building configurations more conducive to day use. The $3.2 Million to support capital improvements is covered by a separate ordinance request.
To complete the funding for the RFP associated with day shelter programming, an additional $3 Million will be required over the next three years. This will fulfill $3 Million of the $7.5 Million needed to support operating costs of this program. The remaining $4.5 Million of these costs will be supported by external donors. In 2019, the first year of operating will be funded through a supplemental of $1 Million in appropriation from the General Fund contingency. Appropriations for 2020 and 2021 will be part of the annual budget process.
