Amends a contract with L3 Harris Corporation by adding two years and four months for a new end date of 4-30-22 for aircraft noise monitoring software and NextGen radar data at Denver International Airport. No change to contract amount (201952491 201629366-01). The last regularly scheduled Council meeting within the 30-day review period is on 12-16-19. The Committee approved filing this item at its meeting on 11-13-19.

Type and Scope of services to be performed:
L3 Harris provides access to its EnvironmentalVue aircraft noise monitoring system and to its PublicVue public
web application, as well as providing NextGen radar data and services necessary to integrate its applications with
existing DEN applications from other vendors, such as ARTSMAP (software). L3 Harris also provides associated
technical support and maintenance for the system. The DEN EnvironmentalVue system will be used to analyze
the noise effects from DEN aircraft within surrounding communities, as well as to generate data used by the ARTSMAP software to determine compliance with the aircraft noise provisions of the 1988 Denver/Adams County Intergovernmental Agreement on a New Airport (IGA). Continued availability of the EnvironmentalVue system is critical to DEN's ability to comply with its legal obligations contained in the IGA.
Was this contractor selected by competitive process? No, non-competitive amendment. If not, why not? No alternative exists, other than the competing Noise and Operations Monitoring System (NOMS) software that DEN previously used, which was replaced by EnvironmentalVue. EnvironmentalVue is the best current solution to meet DEN's needs, and support for it can only be provided by the vendor, L3 Harris Corporation, as it is proprietary software.
