Establishes budget in the Community Corrections Special Revenue Fund to transfer the cash balance from prior year State contracts that total $110,652 to the General Fund. This revenue is assumed in the 2020 General Fund budget appropriation. The Committee approved filing this item at its meeting on 11-19-19.

The Community Corrections SRF (Fund No. 12302) has a cash balance from unused State contract dollars from the FY15-16 contract year to the FY17-18 contract year totaling $110,652. As part of the 2020 budget process, the Executive Director of Safety requested to transfer the balance to the General Fund to support 2020 budget capacity. Cash balances arise in the Community Corrections SRF from unspent dollars allocated for administration of the program, and the State does not require the City to refund unspent dollars. Cash balances from the Community Corrections SRF have historically been transferred to the General Fund. The 2020 Budget omitted an appropriated transfer from the Community Corrections SRF due to changing the budget basis of the fund from sponsor-funded to appropriated and lapsing through CB19-0670, which City Council approved on August 5th, 2019. This bill request establishes the appropriation in the Community Corrections SRF to conduct the cash transfer to the General Fund. The General Fund 2020 budget appropriation includes the $110,652 in cash.
