EXECUTIVE SUMMARY

 

The amendment creates a $1,985,000 contract between the Department of Housing Stability (HOST) and Colorado Coalition for the Homeless (CCH). This contract amends and expands their current $485,000 2019 bridge housing contract, adding $1.5M and increasing the term through 2020. The amended contract will serve more people by temporarily housing those experiencing homelessness while connecting households to permanent housing.

 

In 2018, in response to the 2019 DEDO housing programs NOFA, CCH was awarded a 2019 innovative programs contract for bridge housing. Bridge housing is a temporary master-leased (leased by the contractor, not the individual participant) apartment or motel room for someone with an identified or imminent permanent housing resource. Bridge housing “bridges” from homelessness to permanent housing.

 

In April of 2019, Mayor Hancock announced a new initiative to address homelessness that includes bridge housing assistance. A competitive RFP was announced at the end of June. After a review process and interviews, CCH and another vendor, Family Promise, were awarded contracts. Since CCH currently has a bridge housing contract, it is being amended and extended with increased scope to serve more households experiencing homelessness. CCH will use CCH-owned and managed units including at their new Fusion Studios project and other units in the private marketplace to provide bridge housing. CCH will connect participants with health care, behavioral and mental health resources, and other services, as appropriate.

 

The $1,985,000 contract will serve a total of 600 households by December 31, 2020.
