Type and Scope of services to be performed:

The CIRU has been funded by the Crime Prevention and Control Commission since mid-2016. Since that time, the program has grown to include 12 co-responders that in 2018 made contact with 1,725 individuals in the community. The direct indicators of success for the CIRU are counter-factual - arrests and hospitalizations that did not happen. The CIRU has become an important support in the City and County of Denver. The CPCC recommends that the funding continue for this program, with a planned transition of the program to be funded by and managed by the Department of Public Safety over the next few years. The Commission is requesting a lower contract amount in 2020 to more accurately reflect actual expenditures due to some costs being offset by Medicaid reimbursements to MHCD.

 

The Crisis Intervention Response Unit will assist Denver Police Department in determining the best response to persons they encounter who are presenting with possible mental health or other behavioral concerns if a law enforcement intervention is not immediately warranted. The program is intended to provide proactive care to ensure that appropriate interventions are made for persons with behavioral health issues in order to improve the lives of the citizens of the City and County of Denver, streamline services, and create system efficiencies.
