Title: A bill for an ordinance approving a proposed Amendatory Agreement between the City and County of Denver and Denver Urban Renewal Authority, to add funds and extend the term to operate the Emergency Home Repair program. Amends an intergovernmental agreement with Denver Urban Renewal Authority (DURA) by adding $250,000 for a new total of $500,000 and one year for a new end date of 12-31-20 to operate the Emergency Home Repair Program to support homeowners at or below 50% of the Area Median Income who need emergency home repairs to major operating and/or structural systems, citywide (201946952-01; HOST-202053109-01). Type and Scope of services to be performed:

DURA to respond to inquiries/requests, work with applicants, and distribute home repair grants and loans to qualified Denver homeowners on behalf of the city in order to stabilize households. Each improvement to a property must be a permanent general improvement made in compliance with all applicable building and maintenance codes. Specific defects that qualify as emergencies include:

 

                     Sewer system failure, or broken sewer piping between house and city main sewer;

                     Exceptionally unsanitary or unsafe conditions;

                     Loss of utilities (gas, electricity and/or water);

                     Furnaces that have been deemed inoperable or a hazard to the occupants;

                     Leaking roofs which threaten habitability of the structure;

                     Malfunctioning or inoperable water heaters;

                     Plumbing failure;

                     Electrical failure or hazard; and

                     Removal of asbestos in association with furnace installation.

 

Program is projected to serve a total of 100 households. The administrative overhead for managing the program will be paid at a rate of 15% of the total program budget.
