The Safe Routes to School (SRTS) program had been administered by the Denver Department of Public Health and Environment (DDPHE) and was moved to the Department of Transportation and Infrastructure (DOTI) in an effort to align resources and strategies with the appropriate department.  This program uses a public health approach to preventing injuries, accidents, and traffic deaths. It is part of the Vision Zero initiative for the City, which is primarily funded through DOTI.  To ensure proper alignment, streamlined funding, and to reduce duplicative efforts, DDPHE and DOTI agreed that SRTS would thrive and be more successful under DOTI.

Grants that support the SRTS program are also moving from DDPHE to DOTI. Most are under $500k and since they did not meet the threshold to trigger City Council approval through a resolution, they could be moved administratively to DOTI. However, the Cancer, Cardiovascular and Pulmonary Disease Grant, exceeds the $500k threshold. Therefore, the resolution that City Council approved to accept the grant agreement needs to be amended with the new fund, cost center, and expending authority.

Specifically, this resolution would amend Resolution 19-0756, which accepted an amended grant agreement with the State of Colorado to increase the original grant award amount of $427,441 by $590,009, for a new total of $1,017,450 (this was the first resolution associated with this grant contract because this amendment increased the value of the contract above $500,000). Since the DDPHE administered the grant, the fund identified in the Resolution was in the Public Health Special Revenue Fund Series, fund 14301, and the cost center was a DDPHE cost center, 6501100. This resolution request would amend CR19-0756 to reflect the new fund, cost center, and expending authority, which will be fund 11955, the State Grants General Government Purposes Fund, Cost Center 5011600, and the Executive Director of the Department of Transportation and Infrastructure.
