Type and Scope of services to be performed:

The purpose of this contract agreement is to provide an award for $539,366.00 through the Department of Housing Stability (“HOST”). These funds will be provided to St. Francis Center  (“SFC”) to provide day shelter, day shelter and office improvements and maintenance for infection control measures and staffing support for people experiencing homelessness in response to the COVID-19 public health crisis. Day shelter will be used as defined by this scope of work. While the City works to secure additional non-congregant shelter options to support people experiencing homelessness, the work to set up, staff, and support additional congregant shelter facilities that allow for adequate social distancing and de-densification of existing overnight and day shelters serves as a powerful harm reduction strategy to slow the spread of the virus among people seeking these services. 

 

A. For the purposes of this contract, SFC will expand their day shelter operations to meet social distancing guidelines of the Centers for Disease Control in the Asterisk Denver event center building located at 1075 Park Ave West, as well as 2314 Broadway and 2323 Curtis Street, Denver, Colorado 80205.

 

The primary purpose of this scope of work is to: 

 

1.                     Provide Day Shelter: Provide safe day shelter at 2323 Curtis Street, 1075 Park Ave W, and 2314 Broadway for people experiencing homelessness during the COVID-19 public health crisis. 

2.                     Provide Staffing Support for Day Shelter: Provide day shelter services, and other staffing support for people experiencing homelessness in need of day shelter.

3.                     Make Improvements to Day Shelter and Offices:  Make capital improvements at 2323 Curtis Street, 1001 Park Ave W and 2307 Curtis Street, Denver, CO 80205, including increased space and installation of plexiglass barriers for social distancing. Also, clean air duct system for infection control.

 

 B. HOST support includes facility and program costs including, but not limited to, rent, maintenance, utilities, and program staffing and services.
