A bill for an ordinance approving a proposed First Amendatory Agreement between the City and County of Denver and School District No. 1 in the City and County of Denver and the State of Colorado for summer youth employment program.
Amends an intergovernmental agreement with School District No. 1 by adding two months for a new end date of 12-31-20 for the city's Summer Youth Employment Program (SYEP), citywide. No change to agreement amount (OEDEV-202056115-01). The last regularly scheduled Council meeting within the 30-day review period is on 11-16-20. The Committee approved filing this item at its meeting on 10-14-20.

Type and Scope of services to be performed:
This original contract engaged Denver Public Schools (DPS) as the city’s youth provider of the Summer Youth Employment Program (SYEP) for the 2020 summer season. The program’s goal for service in 2020 continues to be 375 youth. Each youth has had the opportunity to earn $500 for participating in the first segment of online content, and an additional $500 upon completion.
The extension of the timeline through December 31, 2020 enables three program improvements:
• one, to ensure that every youth in the 2020 program has the opportunity to complete the online curriculum and earn the $1,000 stipend;
• two, to alter the scope of work to include language allowing youth who partially completed the program to qualify for a prorated stipend; and
• three, to allow DEDO and DPS to explore together the opportunity to extend a program of this nature year-round.
Since June 2016, when Denver began its new contracted delivery system for adult and youth workforce programs, DPS has demonstrated success related to youth enrollments and service. In addition to the In-School Youth program under WIOA, Denver’s Summer Youth Employment Program was also added to DPS’ contract beginning for Summer 2018, was performed in Summer 2019, and was continued for 2020 with this contract although the program delivery is substantially different in 2020 due do the COVID-19 pandemic.
DPS’ Family and Community Engagement (FACE) team worked with DEDO last spring to quickly reconfigure the SYEP program to be able to deliver pre-employment training and career exploration content in a safe environment amid the COVID-19 pandemic. In addition to the 80-hour virtual experience, youth and families have had the opportunity to receive additional job coaching and wrap resources and supports via the DPS team of FACE Workforce job coaches and FACE Centers.
Program focus is on income-qualified, disadvantaged youth. Given that there are more such youth interested in this program than our budget could accommodate, the qualified eligible applicants were offered a chance to participate through a lottery. All 375 slots were filled.
