In April 2020, the Budget and Management Office asked all General Fund agencies to meet reduction targets to help address the projected revenue gap resulting from economic impact of COVID-19. The Office of Human Resources proposed to meet a portion of its target through a transfer from its Education Refund Program SRF to the General Fund in the following amount:
