The 2020 Budget authorized the purchase of three vehicles in Wastewater that the Department of Transportation and Infrastructure would like to swap out for a different vehicle due to changing needs in Wastewater. Specifically, DOTI would like to swap out a Ford F450 Flatbed (Diesel) truck (Ref #20-743), a Ford F450 (Diesel) Flatbed Truck with plow (Ref #20-195), and a trailer (Ref #20-744) with a F550 Custom Flatbed (Diesel) Truck with water tank/vac/tool rack/jet.

 

This request is driven by a change in Wastewater operations. In 2021, Wastewater will inherit green infrastructure (street-side planters and curb extensions) maintenance responsibilities and needs a Vegetation Establishment and Maintenance Program (VEMP) Truck.   Green infrastructure requires routine maintenance (weeding, watering, trash and sediment removal).   A VEMP truck is needed to make WW crews efficient and effective as it will be outfitted with a water tank/vac/tool rack/jet. In order to obtain a VEMP Truck, Wastewater wants to swap REF 20-743, REF 20-744, and REF 20-195. In previous years, Wastewater supported Street Maintenance (SM) Paving Operations by protecting, lowering, and raising manholes.   In 2019 WW introduced a pilot of using MH safety rings to avoid having to adjust manholes.  Based on a successful pilot, SM used MH safety ramps in 2020 for MH protection and skidsteers to mill around MHs.  The number of MH adjustments (reduced by approx. 60%) and the need for MH riser trucks have reduced significantly.   Wastewater no longer needs REF 20-195 to replace DM-16 (riser truck) because Wastewater has two other operational riser trucks and DM-16 can be used if needed.   REF 20-743 was for a new flatbed truck originally needed to haul a skidsteer to support SM Paving Operations.   Because of the reduced need for Wastewater to adjust MHs in support of SM mentioned above, the flatbed truck (REF 20-743) is not needed.    REF 20-744 was for a new trailer that Wastewater does not need because existing trailers can be used to haul Wastewater construction equipment/backhoe.
