In 2010, the City and County of Denver was awarded the “Energy Efficiency Community Block Grant”, a federal grant passed-through Boulder County to develop and implement projects that will improve energy efficiency and reduce energy use and fossil fuel emissions. When it was received in 2010, the Ordinance authorizing its approval identified the Mayor as the grant administrator and the grant was set up in the General Government Fund Series under fund 11217. Due to the nature of the grant, the Department of Public Health and Environment (DDPHE) later began to administer it under fund 14217 in the Public Health Series. With the creation of the Office of Climate Action, Sustainability and Resiliency (CASR) in 2019, there is a greater nexus with the scope of work performed by CASR than by DDPHE, which merits moving the grant to CASR. Therefore, this bill request seeks to amend the original ordinance that authorized the grant to change the fund to the Climate Federal Grants fund (11010) and the expending authority to the Executive Director of CASR.
