Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

The City provides UnitedHealthcare medical benefits to employees on a self-funded basis. Under self-funding, the City is required to reimburse providers on a claim-by-claim basis. In addition, the City bears the risk for any claim payments that may exceed the amount authorized to cover the costs of the benefits provided. The City generally makes two payments each month to UnitedHealthcare to cover the costs of the claims.

In 2021, the Self-Insured UnitedHealthcare medical plans will cover Civilian, Sheriff, and Police employees and their dependents. The initial enrollment number during the 2021 open enrollment period was 3,666. The requested amount includes expenditures for new enrollees throughout the year.

The Office of Human Resources is requesting authorization for 2021 expenditures in the amount of $63,000,000.00 for the “Medical Self-Insured Program” (#59700-6010000) for the UnitedHealthcare medical plans fund. Revenues to support the expenditures are collected through the payroll deduction process.
