Type and Scope of services to be performed:

This request amends a revenue license agreement with DCP Wattenberg Pipeline, LLC (DCP) to allow them to build a second solar powered monitoring device.  The recently executed license covers a pipeline location in the north end of DEN property, and tenant added a request for this south location after execution. This amendment seeks to add the second location to the license. The pipeline is regulated by the USDOT under 49CFR195.452(i)(1) and is part of the tenant’s responsibility to conduct periodic analyses to ensure risks are properly addressed. DCP conducted an EFRD (emergency flow restriction device) analysis recently, and the result of that analysis was that the tenant automates the mainline valves on the north and south sides of DEN. The goal of this recommendation is to improve DCP’s emergency response and mitigate impact to the airport and public in case of an emergency in the area.
