Type and Scope of services to be performed:

The City and County of Denver has received $21,884,992.10 in federal Emergency Rental Assistance funds from the US. Department of Treasury to assist households who are unable to make rent and utility payments as a result of the Covid-19 pandemic.

 

The program guidelines allow for up to 90 percent of the funding to be used for rent, rental arrears, utilities and home energy costs; utilities and home energy costs arrears; and other expenses related to housing. Up to 10 percent of remaining funds are available for housing stability services, including case management and other services intended to keep households stably housed, and administrative costs. The Emergency Rental Assistance program is available to renter households earning up to 80 percent of the area median income (up to $54,950 for a single-person household, or up to $78,500 for a household of four). To qualify, households must include at least one member who qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19. Households must also demonstrate a risk of experiencing homelessness or housing instability. Eligible households that include an individual who has been unemployed for the 90 days prior to application for assistance and households with income at or below 50 percent of the area median income (up to $35,950 for a single-person household, or up to $50,000 for a household of four) are to be prioritized for assistance.

 

We know and understand the need is great in our community for this support. We are awaiting some additional guidance from Treasury in the coming weeks and will work with City Council to ensure they are deployed in accordance to the program guidelines and with emphasis on addressing those most in need. The Department of Finance has engaged both HOST and DHS to discuss how these funds might best complement our existing eviction assistance and TRUA programs.
