The 2021 General Fund budget is balanced assuming $12.8M in furlough savings for all civilian employees. These salary reductions were applied across City departments and funds in the 2021 budget; however, because of the State and Charter provisions regarding elected officials’ salaries, elected officials cannot have their salaries reduced for furloughs. Should they choose to participate in the City’s furlough savings program, they can do so only by writing a check to the City, thereby increasing the City’s revenue instead of reducing expenditures. However, the mechanism through which furlough savings were applied in the City’s budgeting system resulted in the City inadvertently reducing agency appropriations for elected officials’ furlough savings. This bill request corrects this error by rescinding $175,438 from General Fund Contingency to add budget in the impacted agency appropriations, as indicated in the table below.

 

The Colorado Constitution prohibits elected officials from either increasing or decreasing their salaries while in their current term of office. To comply with this provision, the Denver City Charter establishes a system that requires all elected officials’ salaries to be set in ordinance by City Council ahead of the regular municipal election every four years. Therefore, salaries for Denver elected officials cannot be formally changed, even during challenging financial times.

                     The City’s financial policies allows for the use of General Fund contingency to make technical corrections to the original budget. No 2021 supplemental appropriations have been approved year-to-date. The General Fund Contingency appropriation in 2021 is $26,095,000. If this supplemental appropriation of $175,438 is approved, General Fund Contingency will be $25,919,563.
