A bill for an ordinance making rescissions from and appropriations in the General Fund.
Approves a rescission from General Fund Contingency of $50,000 to provide a supplemental appropriation in Human Rights and Community Partnerships to fund the balance of a grant-funded position in the Office of the Aging and authorizes a rescission of $50,000 from the Executive Director of Safety to re-appropriate budget in the Office of the Independent Monitor to fund a position supporting the Citizens Oversight Board. The Mayor proposed the 2021 Preliminary Budget to the City Council of the City and County of Denver on September 15, 2020. After reviewing the proposed budget, the City Council requested additional funding in 2021 for several programs. The administration was able to accommodate several requests through means that did not impact the 2021 General Fund budget, such as using 2020 savings and leveraging dollars from the Coronavirus Emergency Response Special Revenue Fund, which was funded by General Fund Transfers made in 2020. The Administration proposed to address two investments through changes to the 2021 General Fund budget after it was passed. These included rescinding from General Fund Contingency to provide a supplemental appropriation of $50,000 to the Human Rights and Community Partnership appropriation to supplement grant funding for the DenverConnect Initiative. This budget will be used to provide the balance of 2021 funding necessary for a position that is supported by a grant for only a portion of the year. Additionally, $50,000 would be rescinded from the Executive Director of Safety to be appropriated in the Office of the Independent Monitor to fund a full-time position that would support the Citizens Oversight Board.
As of this submission, no supplemental appropriations have been approved. The 2021 General Fund Contingency is budgeted at $26,095,000. If this bill request is approved, General Fund Contingency will be $26,045,000.
