Amends Chapter 54 of the Denver Revised Municipal Code to enable and administer a Transportation Demand Management (TDM) program for new developments. The Committee approved filing this item at its meeting on 3-30-21.

A key tool in helping the City meet its goals related to promoting more efficient transportation and reducing greenhouse gas emissions, in addition to advancing recommendations from Blueprint Denver, Comprehensive Plan: 2040, and Denver Moves: Transit, is Transportation Demand Management (TDM). TDM is a collection of strategies that shift the how, when, and where of people’s travel to increase the efficiency of the transportation system by maximizing travel choices. TDM strategies include, but are not limited to providing secured bicycle parking, providing showers and lockers for bike commuters, providing subsidized or free transit passes, offering credits for options like shared bikes or scooters, and more. This Ordinance lays the groundwork to create regulations that will require developers to implement TDM Strategies into new developments to be offered to all future tenants.
