Type and Scope of services to be performed:

At the general municipal election on November 6, 2018, voters approved a sales and use tax increase of one-quarter of one percent for

the purpose of funding the Caring for Denver Fund to increase mental health and substance use disorder prevention, treatment,

recovery, and harm reduction services available in the City.

 

Use of Funds: DDPHE is listed as the expending authority in the ordinance and administers the funds to the non-profit. Funds must used for Mental Health services in Denver as outlined in the ordinance:

                     Mental health services and treatment for children and adults;

                     suicide prevention programs;

                     opioid and substance use disorder prevention, treatment and recovery programs; and/or

                     housing and case management services to reduce homelessness, improve long-term recovery and reduce the costly use of jails and emergency rooms for those with mental health and substance use disorder needs.

There are no change in the contract value or term, only minor edits to the agreement and scope of work to clarify language, including:

                     Clarifying the City’s annual revenue reconciliation timeline, which in turns clarifies the deadline for the Foundation’s annual audited financial statements.

                     Clarifying the roles of the DDPHE Executive Director and the Foundation’s Board of Directors related to review of the scope of work, policies, strategic plans, and annual reports.

                     Clarifying language related to the strategic plan vs. the strategic funding priorities.

                     Updating the Foundation’s physical address.
